Planning Approval
This service allows property owners to apply for approval from Urban Planning Affairs confirming the site’s eligibility for development. The approval includes permitted land uses, building regulations, parking requirements, and other planning conditions based on approved urban plans. This type of approval is required for land classifications with undefined development regulations, such as Special Project Zones (SP), or when additional planning conditions are requested beyond the existing classification.
Service Conditions
- Submission through approved engineering offices only.
Required Attachments
- A copy of the title deed.
- A letter from the owner or authorized applicant addressed to the Urban Planning and Development Authority requesting Planning approval (if the applicant is heirs the letter must be signed by all the heirs).
- A copy of the owner's smart card (both sides) or a copy of the commercial registration for organizations and companies.
- A copy of the latest survey certificate.
- As Built Design File.
- Horizontal projections Engineering drawings.
- Cross Section Drawing.
- Net Built Up Area drawings.
If the applicant is authorized to represent the owner:
- A copy of the authorization letter.
- The authorized person’s smart card.
If the applicant is a company:
- A copy of the Commercial Register of Companies and Companies with the Registry Extracts among those authorized to sign.
- A copy of the authorization letter.
- The authorized person’s smart card (authorized to follow up on the application).
If the applicants are heirs
- A copy of the legal obligation
- An authorization letter signed by the heirs
- Smart card copies of all legitimate heirs

Process Time
- 7 working days. : The time period is calculated for work procedures within the Authority only.
