Request a license to establish a private educational institution
This service is provided to investors wishing to establish a private educational institution (private schools or educational centers).
Service Conditions
- An applicant to obtain a license for private educational or training institution should fulfill the following conditions:
If the applicant is a natural person:
- He must not be less than 25 years of age.
- He must be fully competent and of good conduct, and final court judgement should not have been passed against him in a felony or misdemeanor affecting his honor, integrity or public morals, unless he has since been reinstated.
- He must have at least the General Secondary School Certificate or its equivalent.
- He must be capable of financing the setting up and continuation of the private educational institution in pursuance of the standards and guarantees prescribed and laid down by the Ministry.
- He must not be a civil servant or an employee of public organizations or private institutions.
If he is a corporate entity:
- In this case, the applicant shall appoint a representative for him towards third parties, who shall fulfil the foregoing conditions except for the stipulation under (c), provided that he must specify in his application the source of finance for the private educational institution and his ability to maintain such finance.
Required Attachments
- A letter addressed to the Directorate of Licensing and Follow-up of Private Schools, signed by the applicant/representative of the legal person enclosed Application Form for a License to Establish a Private Educational Institution.
- A statement from the Commercial Records System (SIJILAT) (a copy of the institution/company's CR certificate) issued by the Ministry of Industry and Commerce.
- A photocopy of a valid passport of the legal personality representative.
- A two-side copy of a valid CPR and the card reader of the legal personality representative.
- High School Certificate and the most recent educational qualification of the legal personality representative.
Required documents of the Proposed premises:
- A letter from the applicant.
- Maps and drawings of the building, indoor spaces, outdoor play spaces.
- A copy of the property document.
- A copy of the building address certificate approved by the Information and e-Government Authority/the electricity bill that indicates the property address.
- A copy of the site plan.
- Clarifying the plan of use.
Required documents for the Curricula:
- The investor can use the list of curricula approved by the Ministry of Education.
- If there is not a previous approval on the curricula; submit an original and electronic copy of the proposed educational material (student book, activity book, and other materials) to be evaluated. They should have an approved international serial number (ISBN), besides, the name of the school and the educational level are written on them. Moreover, they must be classified according to the academic subjects and educational level (Nursery level, Kindergarten level, Primary level, Middle School level, High School level) with a complete curricula document.
- If there is a previous approval on the curricula, a complete curriculum document must be submitted with the application.
- Submit a paper and an electronic list of the books' series to be studied, such as (book’s name, author’s name, edition number, ISBN number, and determine the level in which this book will to be taught).

- Legislative Decree No. (25) of 1998, with respect to private educational and training establishments
Process Time
- 60 working days for initial approval.
- 90 working days after obtaining the approvals
