Issuance of a Manpower Supply Agency License

This service is provided to individuals requesting to obtain a preliminary approval to issue a manpower supply agency license which allows the licensee to supply workers to work for a third party for a specific period or to accomplish a specific task without supervision from the employer (the supplier) on execution of the work. The issuance of the license takes place in two stages, the initial approval stage and the license issuance stage. The license applicant can practice the activity after the license is issued by the LMRA, with a one year validity and should be renewed annually.

Service Conditions

Pre-Licensing Requirements:

  • Owner(s) must be a Bahraini citizen or a juridical person fully owned by him.
  • Owner(s) must not be a registered employee in the public/private sector.
  • Owner(s) must not have any outstanding dues with the Labour Marker Regulatory Authority.
  • Owner(s) must not have breached any of the fundamental obligations that are imposed by the of Labor Market Regulation Law and the regulations, rules or orders issued in implementation thereof.
  • Owner(s) must pass an interview conducted by the Labour Marker Regulatory Authority (LMRA will schedule an appointment with the owners within 20 days from the submission of the application, hence owners are advised to provide valid contact number).
  • Specify the economic or professional specialization for which he wants to supply workers for in the “Manpower Recruitment Agency Business plan form”.
  • Please note that the LMRA will also take into consideration the following aspects as part of its approval process: Whether any of the owners have had their manpower agency, that was issued by LMRA, revoked in the past.

License holders must comply with the following requirements while practicing the activity:

  • Not practice other commercial activities on the same commercial address without the consent of LMRA.
  • Use employee contracts that comply with the Ministry of Labour's regulations (for commercial workers).
  • Provide accommodation to the agency’s workers, which must meet the conditions concerning numbers and gender which are set out in the corresponding laws.
  • Notify the LMRA in any changes to the accommodation address.
  • Not to use the commercial address registered under the Recruiting Manpower Agency as an accommodation for workers.
  • Must operate the business from the approved premises and independently from any other activity except for any other relevant activities according to license terms & conditions.
  • Must deposit BHD150 for each work permit issued to them as an insurance amount with LMRA in addition to the prescribed fee for the work permit.
  • Enable LMRA and its inspectors to access the establishment's premises or the accommodation dedicated for foreign manpower at any time.
  • Shall obtain the necessary professional license from the relevant authority which oversees the profession(s) being practiced by the workers (in case it is legally necessary to obtain a professional license for their practice in the Kingdom).
  • It should not be proved that the licensee has ceased practicing his activity, or closed his activity or changed the headquarters for practicing the activity, in violation of the provisions of the Law and the existing orders in this regard.

Final Approval Requirements (License holders must comply with the following requirements while practicing the activity):

Fees

  • BHD 500 : Payment of the license fees in LMRA after obtaining approval for the license to be issued
