Issuance of an Employment Office License
This service is provided to individuals wishing to obtain initial approval to issue an employment office license, as this license allows the licensee to search for a suitable employee for an employer and facilitate the conclusion of an employment contract between the two parties, which includes hiring domestic employees and providing services to other companies and various institutions to employ expatriate employees to fill specific jobs. These companies or institutions also include the employment of Bahrainis. The license is issued in two stages: the initial approval stage and the license issuance stage. The license applicant can practice the activity after issuing the license by the Labour Market Regulatory Authority, which is valid for one year, provided that he/ she submits an application to renew the license on an annual basis.
Service Conditions
Pre-Licensing Requirements
- Owner(s) must be a Bahraini citizen or a juridical person fully owned by him.
- Owner(s) must not be a registered employee in the public/private sector.
- Owner(s) must not have any outstanding dues with the Labour Marker Regulatory Authority.
- Owner(s) must not have breached any of the fundamental obligations that are imposed by the of Labor Market Regulation Law and the regulations, rules or orders issued in implementation thereof.
- Owner(s) must pass an interview conducted by the Labour Marker Regulatory Authority (LMRA will schedule an appointment with the owners within 20 days from the submission of the application, hence owners are advised to provide valid contact number).
- Please note that the LMRA will also take into consideration the following aspects as part of its approval process: Whether any of the owners have had their Employment Office license, that was issued by LMRA, revoked in the past.
Final Approval Requirements (License holders must comply with the requirements while practicing the activity):
- Deposit BD 10,000 as a guarantee with the LMRA (Only applicable if providing services for employment of non-bahraini workers).
- Not practice other commercial activities on the same commercial address without the consent of LMRA.
- Use employee contracts that comply with the Ministry of Labour (MOL) regulations (for commercial workers).
- Use the standard tripartite agreement approved by the LMRA (for domestic workers).
- Provide a temporary accommodation for domestic workers ensuring the separation between male and female accommodations (Female accommodation must be under supervision of a female).
- Notify the LMRA in any changes to the accommodation address.
- Not use the commercial address, in which the license is issued as an accommodation for domestic workers.
- Enable Ministry of Labour and LMRA inspectors to enter the premises of the facility at any time to fulfill their inspection duties.
