Issuance of a license for the use of the international mark for treating wooden packaging materials in accordance with the requirements of International Plant Protection Convention Standard No. (15).

Most importing countries require that the wooden packaging materials accompanying the shipments received have been treated in accordance with the requirements and procedures of the International Phytosanitary Standard No. (15) issued by the Secretariat of the International Plant Protection Convention (IPPC) of FAO, in order to ensure that these materials are free from plant pests. These treatments must be carried out by companies licensed by the Agricultural Health Directorate, and the treatment companies bear responsibility for any damage resulting from the treatment operations they carry out. The companies benefiting from the service (customers) must verify the compliance of the packaging materials with the requirements of International Standard No. (15) upon receiving the materials from the processing companies and before using them for export outside the Kingdom of Bahrain.

Service Conditions

  • The license validity is one year, and the owner of the company must submit a renewal application three months before the expiration of the period. The company must be prepared for any visits that specialists may make to verify the company's continued compliance with the requirements.

Required Attachments

  • A copy of the commercial register
  • Civil Defense approval of the site
  • Proof of the presence of a qualified technician to carry out the treatment operations
  • A calibration certificate for temperature measuring devices in thermal treatment units, and for devices for calculating the amount of evaporating gas used and detecting gas leaks.

Service Processes

  • The company submits an application to the directorate to obtain a license for using International Plant Health Standard No. 15, attaching the required documents.
  • The directorate evaluates the documents and conducts field visits to the company to verify its readiness to implement the treatment process.
  • If the company must comply with the conditions contained in ISPM (15), the license is issued and the company is granted its own stamp model.
  • The company signs the pledge form stating that the company bears full responsibility for the operations it carries out, and its commitment that the operations are in accordance with ISPM (15) and any future amendments that may be issued.
  • Companies must submit periodic reports to the department on all treatment operations they carry out.
  • The license period is one year, and the owner of the company must submit a renewal application three months before the expiration of the period. The company must be prepared for any visits that specialists may make to verify the company's continued compliance with the requirements.
