New Establishment Registration

This service allows new establishments to register their commercial registrations or units in LMRA to enable them to apply work permits for expatriates, to renew and cancel their work permits.

Service Conditions

In case of registering government and commercial entities

  • Personal presence of the owner of the commercial registration or establishment is required for the completion of the registration process, or the presence of an authorized person with a power of attorney.
  • If the person registering the establishment is a power of attorney holder kindly attach a clear copy of the power of attorney. The type of the power of attorney should either be: (General Power of Attorney for Acts and Management or Power of Attorney to Manage Commercial Registrations). The power of attorney should clearly mention the Labour Market Regulatory Authority, and the level of authorization (to submit, renew and cancel work permits).

Required Attachments

Appointment letter from the government or commercial establishment

  • Copy specifying the name of the person in charge, the authorized persons, their personal details, and the level of their authority signed by the authorized signatories with their ID cards.

A printed certificate mentioning the unit number issued by the Information and e-Government Authority (IGA) (in case of unit registration)

Service Processes

  • Visit Client Services Front Desk Counters at LMRA by booking an appointment for commercial services via LMRA’s Appointment Management System.
  • Fill out the Establishment Registration Form PDF (1.86 MB) and submit the required documents.
  • Once the registration application is submitted, LMRA employee will collect the admin fees from the commercial registration owner or his representative using the Point of Sale (POS) machine.
  • Once the admin fee payment is completed, you will be able to login into the Expat Management System (EMS) using your Advanced eKey.
