Subdivision with change of zone
To study the land division with the potential for creating roads in coordination with relevant authorities, aligning with the approved overall project plan, urban planning law, land division law, and their respective executive regulations and zoning requirements. Additionally, it explores the possibility of reclassifying a property or multiple properties to align with technical and planning studies, in coordination with relevant authorities, and obtaining necessary approvals. This may fall within development projects (such as: Durrat Al Bahrain, Diyar Al Muharraq, Amwaj Islands, etc.).
Service Conditions
- Submission through approved engineering offices
- The sub division proposal must follow with the approved requirements (the provisions of the executive regulations issued by the resolution)
- The land must have approved zoning according to the approved zoning maps
Required Attachments
- A copy of the title deed.
- A copy of the owner's smart card (both sides) or a copy of the commercial registration for organizations and companies.
- An electronic copy (soft copy) of the proposed subdivision map (AutoCAD/MicroStation).
- A map of the proposed subdivision signed by the landowner. If the land has multiple owners, all owners must sign the map.
If the land is part of an approved plan (Durrat Al Bahrain, Diyar Al Muharraq, Amwaj Island, Bahrain Bay) :
- A copy of the land-use table.
- A copy of “Special Nature Projects Review Committee” approval.
If the land is at sea:
- A copy of the reclamation completion certificate from the relevant municipality (for marine land).
If the applicant is authorized to represent the owner:
- A copy of the authorization letter.
- The authorized person’s smart card.
If the applicant is a company :
- A copy of the Commercial Register of Companies and Companies with the Registry Extracts among those authorized to sign.
- A copy of the authorization letter.
- The authorized person’s smart card (authorized to follow up on the application).
If the applicants are heirs
- A copy of the legal obligation.
- An authorization letter signed by the heirs.
- Smart card copies of all legitimate heirs.

- Decree-Law No. (3) of 1994 on the division of land for reconstruction and development
- Ministerial Resolution No. (28) of 2009 issuing the regulatory requirements for reconstruction in various regions of the Kingdom
- Decree-Law No. (36) of 2016 approving the strategic structural scheme of the Kingdom of Bahrain
- The organization of buildings law issued by Decree-Law No. (13) of 1977, and its amendments, in particular Article No. (20) thereof
- Ministerial Resolution No. (56) of 2009 issuing the executive regulations of Decree-Law No. (3) of 1994 on the division of land for reconstruction and development
- The Municipalities Law issued by Decree-Law No. (35) of 2001, its amendments and the executive regulations issued by Ministerial Resolution No. (16) of 2002, and its amendments
- Law No. (6) of 2005 amending some of the provisions of the Decree-Laws on public ownership of land, organization of buildings, urban planning, division of land for reconstruction and development, and public road works
- Law No. (39) of 2009 on public property ownership
- Ministerial Resolution No. (76) of 2015 on the detailed scheme for the Green Belt-Southern region.
