Parcel Zoning/Change of Zoning

Study the zoning or change of zoning of a parcel or parcels in accordance with technical and planning studies, in coordination with the relevant authorities, and obtaining the necessary approvals.

Required Attachments

  • A copy of the title deed.
  • A copy of the owner’s smart card (both sides) or a copy of commercial registration for organizations and companies.
  • A copy of the certificate of completion of reclamation issued by the area municipality, if the land falls within submerged areas.

If the applicant is the owner's attorney-in-fact:

  • Copy of the power of attorney certified by the Ministry of Justice and Islamic Affairs.
  • Copy of the attorney-in-fact 's smart card.

If the applicant is authorized to represent the owner:

  • A copy of the authorized letter. , View Document
  • The authorized person’s smart card.

If the applicant is a company:

  • A copy of the commercial registration (CR).
  • A copy of the authorization letter. , View Document
  • A copy of the smart card of the authorized person.

If the applicant is a governmental entity:

  • Unit number should be provided.

In case of heirs, applicants shall provide:

  • A copy of the inheritance quota.
  • A letter signed by all heirs authorizing the applicant.
  • Copies of the smart cards of all heirs.

Additional Requirements:

  • Specification of the type of project to be constructed for zoning or change of zoning requests within special projects.
  • A copy of the approval from the Private Education Directorate in case of a request to establish a private school or kindergarten.

  • The Municipalities Law issued by Decree-Law No. (35) of 2001, its amendments and the executive regulations issued by Ministerial Resolution No. (16) of 2002, and its amendments
  • Law No. (6) of 2005 amending some of the provisions of the Decree-Laws on public ownership of land, organization of buildings, urban planning, division of land for reconstruction and development, and public road works
  • Ministerial Resolution No. (76) of 2015 on the detailed scheme for the Green Belt-Southern region.
  • Law No. (39) of 2009 on public property ownership
  • Ministerial Resolution No. (316) of 2021 determining fees for classifying classified lands
  • Decree-Law No. (2) of 1994 on urban planning and its executive regulations promulgated by Ministerial Resolution No. (1) of 1994
  • Decree-Law No. (3) of 1994 on the division of land for reconstruction and development, and its executive regulations issued by Ministerial Resolution No. (56) of 2009, and its amendments

Fees

  • 10 BD : for change of zone (for each parcel)
  • 1% : of the land value after approval of the new zoning

  • Create an account on the Planning portal.
  • Enter the required information and documents and submit the application.
  • Study the application.
  • Coordinate with the relevant entities (if required).
  • Notify the applicant of the result.
