Parcel Zoning/Change of Zoning
Examining a zoning /change of zone of one or multiple plots of land based on technical and planning studies, in coordination with the relevant authorities and obtaining the necessary approvals.
Service Conditions
Note: The Authority has the right to reject any application that does not comply with the relevant laws, regulations and resolutions. The following applications shall not be accepted
- The land does not overlook one or more streets, according to the title deed.
- The land is located in an unplanned area (UP).
- The land is affected by the building line.
- The land is intertwined with other properties.
- The land is located in the green belt area.
- The land is located in an understudy (US) area and its final plan has not been approved.
- The land is affected by a strategic project.
Required Attachments
- A copy of the title deed.
- Copy of the smart card from both sides of the owner or a copy of the commercial register for establishments and companies.
- A letter from the owner or authorized applicant addressed to the Urban Planning and Development Authority requesting for to adjust theLand Zoning/Change of Zoning from the owner/authorized (if the applicant is heirs the letter must be signed by all the heirs)
- Copy of the certificate of completion of the reclamation from the area municipality, if the land falls within the submerged areas
If the applicant is a company
- copy of the commercial registry
- copy of the authorization and the smart card of the authorized person must be provided.
If the applicant is a governmental entity, unit number should be provided
- In case of heirs, applicants shall provide
- copy of the Inheritance Quota,
- letter signed by all heirs for authorization
- copies of the smart card of all quota heirs.
- Type of project to be built for zone/change of zone requests within the project areas of a special nature.
- A copy of the approval of the Private Education Directorate in case of request for the establishment of a private school/kindergarten.
If the applicant is the owners attorney-in-fact,
- copy of the power of attorney certified by the Ministry of Justice and Islamic Affairs.
- copy of the attorney-in-facts smart card must be submitted.

- Decree-Law No. (3) of 1994 on the division of land for reconstruction and development, and its executive regulations issued by Ministerial Resolution No. (56) of 2009, and its amendments
- Resolution No. 28 of 2009 regarding the regulatory construction requirements in all areas of the Kingdom
- Decree-Law No. (36) of 2016 approving the strategic structural scheme of the Kingdom of Bahrain
- The organization of buildings law issued by Decree-Law No. (13) of 1977, and its amendments, in particular Article No. (20) thereof
- Ministerial Resolution No. (56) of 2009 issuing the executive regulations of Decree-Law No. (3) of 1994 on the division of land for reconstruction and development
- The Municipalities Law issued by Decree-Law No. (35) of 2001, its amendments and the executive regulations issued by Ministerial Resolution No. (16) of 2002, and its amendments
- Law No. (6) of 2005 amending some of the provisions of the Decree-Laws on public ownership of land, organization of buildings, urban planning, division of land for reconstruction and development, and public road works
- Law No. (39) of 2009 on public property ownership
- Ministerial Resolution No. (76) of 2015 on the detailed scheme for the Green Belt-Southern region.
- Ministerial Resolution No. (316) of 2021 determining fees for classifying classified lands
