Fixed Billing System service request
This serivce allows to determine a fixed monthly bill for a whole year based by distribuiting the differences between the summer and the winter bills during the year. The bill is determined based on the avergae of actual usage during the past months (up to 12 months) to ensures no service disconnection throughtout the year.
