Confined Spaces Permit Request
This service is provided by the Ministry of Works to Businesses executing works for MOW projects wishing to obtain a work permit in closed or confined spaces in order to be able to safely carry out all enclosed/confined space works under the supervision of the Ministry’s employee and the section of Safety and Security.
Service Conditions
Readiness
- All contractors must be qualified by the Ministry of Works and the safety inspector appointed by the contractor must have passed the safety test provided by the Safety and Security Department at the Ministry of Works.
- All contractors must be trained to work in confined spaces and must be medically fit.
- All required equipment must be available and inspected by an authorized body.
Required Attachments
- Emergency Plan
- Confined Spaces Work Permit Application Form; fully filled and signed by the concerned directorates.
- Certificates and qualifications of the safety officer authorized by the Safety and Security section of the Ministry of Works.
- Scope of Works Document.
- Specific Risk Assessment Document for each activity.
- Engineering drawings showing the level of depth of work required.
- Training certificates and work permits for closed/confined spaces for all workers in closed/confined spaces.
- Valid first aid training certificate and license.
- Calibration certificates for all devices and tools used.
- Providing Third party certificates of rescue equipment such as (safety harness, lifting equipment, and breathing apparatus equipped with fresh air cylinders).
- Fire Fighting Systems & Fire Marshals.

Service Processes
- The applicant: Visit the Ministry of Works website to request obtaining confined spaces work permits through filling the application form and submit it along with all the required documents and information to the Safety & Security Section.
- Ministry of Works: Review the application to ensure the completeness of documents and to verify the safety equipment and staff members.
- In case of incomplete or insufficient documents and information, the applicant will be notified by email.
- Ministry of Works: In case the submitted documents and information are complete, the applicant will be contacted by telephone to conduct site visit; if required.
- Ministry of Works: Conduct the site visit by the safety & security representative to ensure that all the confined space entry requirements as well as the emergency equipment, trained people are available at the site.
- Ministry of Works: If the areas are not safe for the entry, MOW safety & security section will advise the applicant with the appropriate safety procedure. If they will rectify the observations on same date they will sign and release the permit Otherwise they will reject the Permit.
- Ministry of Works: If the areas are safe for the entry, MOW safety & security section will sign and release the permit and instruct the contractor’s safety officer to use the ministry website to collect the permit.
- The applicant: Visit the Ministry of Works website to collect the permit.
- Ministry of Works : After all requirements are met, the information of the confined space work permits will be sent to the Ministry of Labor.
