Online material assessment service (eMAS) request
This service is provided by the Ministry of Works to Businesses wishing to obtain approval on the materials to be used for governmental projects supervised by the Ministry.
Service Conditions
- Valid Bahraini Commercial Registration
Required Attachments
- Material/Product warranty ( applicable to some products)
- Manufacturer’s and supplier’s company profile
- Manufacturer’s authorization letter for the supplier/local distributor
- Manufacturer’s ISO 9001 certificate and other management system certificates (ISO 14001, ISO 45001), if any
- Material/Product technical data sheet
- brochures and other relevant documents related to products and manufacturer.
- Product/Material samples for examination , factory visits, site visits to projects with installed products
- Material/Product approval certificates or conformance certificates stating the reference manufacturing and testing standards .
- Material/Product third party test reports and manufacturer’s in-house test report
- Material/Product Instruction Manual (Installation, Operation, Maintenance, Handling, Storage) and Safety Data Sheet
- List of project references
- Approval letters from Bahrain statutory bodies (EWA, Civil Defense), whenever required by national regulation.

Service Processes
- The applicant: Visit Ministry of Works website to submit the material assessment request along with all required documentation and information electronically.
- Ministry of Works: Review application and ensure that all required documents and information are complete.
- Ministry of Works: In case the submitted documents and information are incomplete, an official response letter is sent to the applicant to provide the missing documents and information. The applicant will be given a 3 weeks period to submit the missing documents and information before rejecting the application.
- Ministry of Works: In case the submitted documents and information are complete, the applicant is contacted by phone to arrange for a site visit and/or to obtain a product sample for examination/testing.
- Applicant: Provide the Ministry with a Product/Material sample for evaluation.
- Ministry of Works: Conduct necessary testing and assessment on the sample. In case the results were unacceptable, an official letter will be issued with the reasons of rejection.
- Ministry of Works:In case the results were acceptable, and the product found to be in compliance with MoW specification ; the Material Compliance Report will be issued and emailed to the applicant. The entity and materials will be listed in the ‘Pre-Qualified List of Materials’ on the Ministry of Works website.
