Issuance of a special passport
Special passports are issued according to Decree-Law No. (23) of 2011.
Service Conditions
- Applicant (or an authorized person) must be present when collecting the passport for a newborn or incompetent person at Isa Town branch
- Bring an approval letter from the relevant authority
Required Attachments
- Original marriage certificate
- Copy of the death certificate (in case of the death of a parent)
- Application form
- Approval from the relevant authority
- A recent and clear 4×6 personal photo (coloured) with a white background. The photo must be attached separately in JPEG format.
- Original birth certificate
- Original passport of the father and mother

Service Processes
- Fill out and sign the application form, signing the acknowledgement by hand
- Access the Nationality, Passports and Residence Affairs website
- Select the department, followed by the type of service, and fill out the required fields
- Attach the required documents, application form and the acknowledgement
- If the application is accepted, a text message and an email will be sent containing the payment link
- When the passport is ready for collection, a text message requesting the applicant to attend the Isa Town branch will be sent. The applicant must present the original documents that were attached upon submission of the application
