Issuance of a manpower supply agency license

This service is provided to individuals requesting to obtain a preliminary approval to issue a manpower supply agency license which allows the licensee to supply workers to work for a third party for a specific period or to accomplish a specific task without supervision from the employer (the supplier) on execution of the work. The issuance of the license takes place in two stages, the initial approval stage and the license issuance stage. The license applicant can practice the activity after the license is issued by the LMRA, witha one year validity and should be renewed be annually.

Service Conditions

  • It should not be evident that the licensee has ceased practicing the activity , shut down, or changed the location of the activity in violation of the provisions of the laws and decisions in force.
  • The license shall expire upon the expiry of its original or renewed duration. The licensee must submit an application for renewal as per the same procedures and stipulated conditions, not more than 60 days before the License’s expiry and not less than 30 days before .
  • It is prohibited for any person to practice this activity without obtaining a licensing certificate to practice commercial activities issued by the LMRA.
  • The license will be revoked if the licensee obtains the license based on false or incorrect data or documents , if one of the conditions for granting the license is not met, or in the event of an incriminating conviction , defamation crime , or trust related convictions.
  • The initial approval period is 3 months to complete the requirements of the final approval, and in case the initial approval period has expired, the application is automatically considered canceled.
  • The application is subject to the provisions, laws, regulations, bylaws and decisions issued by the concerned executive authorities in the Kingdom of Bahrain.
  • The applicant must be Bahraini citizen or a business owner of a (commercial register ) fully owned by a Bahraini citizen .
  • Payment of all fees due to LMRA.
  • The license applicant, licensee or business owner should not breach any of the essential obligations imposed by the laws of regulating the labour market , regulations, bylaws and decisions issued to implement them .
  • That the license applicant has not previously been issued an employment office license which has been revoked in accordance with the provisions of the law
  • Payment of fines imposed on him according to final verdicts in accordance with the provisions of the law regulating the labour market .
  • That the license applicant or licensee does not have a commercial activity that contradicts the activity required by the administrative requirements for granting the license.
  • The license applicant must not be registered as an employee in the Social Insurance Organization .
  • The license applicant must pass the interview by the concerned personnel in LMRA .
  • Managing the licensing activity by the applicant himself or appointing a Bahraini manager to manage it .
  • Specifying the economic or vocational specialization for which he wishes to supply for, provided that this specialization is among the special activities and occupations determined by LMRA , without breaching the conditions for granting work permits or temporary work permits
  • Providing accommodation for the expatriate workers employed by the manpower supply agency, adequate in terms of number and gender, in accordance with the provisions of the law in this regard.
  • Practicing the activity at the licensed premises appearing in the license . The activity is not to be practiced with other commercial activities, except for related similar activities according to the administrative requirements for granting the licence.
  • Depositing an amount of two hundred Bahraini dinars for each work permit issued as an insurance to be paid to LMRA , in addition to the set fee of the work permit.
  • Placing the license certificate in an evident place at the premises the activity is being practiced in as well as the place of temporary housing for females.
  • Notifying LMRA immediately when the data contained in the application is changed or updated, or immediately upon liquidation of its activity, declaration of bankruptcy, or cancellation of the commercial register in the Ministry of Industry & Commerce.
  • Enabling LMRA and its inspectors to enter the employment office premises or the residence designated for expatriate workers at any time.
  • Obtaining the required license to practice the occupation from the concerned authorities regarding the occupations of the workers that he has been authorized to employ if their occupationss are among the occupationss that are legally required to do so .

Required Attachments

Required documents for initial approval

  • Filling out the application form for the issuance of a manpower supply agency license.
  • Submitting a plan or program supported by the samples of documents and contracts that will be during the practice of the activity in accordance with the required economic or vocational specialization in Arabic language and according to the attached form.

Documents required for issuing a license as per the attached template

  • A certificate of good conduct and behavior in the name of the license applicant, issued by the Ministry of Interior.
  • A copy of a valid commercial registration certificate.
  • A copy of a valid lease contract for the agency’s headquarters.
  • A copy of a recent electricity bill for the agency’s headquarters.

Further notes on the required documents

  • A copy of the memorandum of association if it is a company.
  • Copies of good conduct certificates for all partners, if it were a company .

  • 500 BD : payment of the license fees in LMRA after obtaining approval for the license to be issued .

Service Processes

  • Submitting an application via Sijilat’s system of the Ministry of Industry and Commerce
  • The application is transferred to the Labour Market Regulatory Authority to issue a license to practice the activity of a manpower supply agency
  • LMRA will verify if all the required documents were attached. If the application does not meet the requirements, it will be rejected and returned to the applicant to complete the missing documents
  • The applicant is informed of the approval or rejection of the application via the Sijilat system
