License for dredging Applications

This service aims to study and evaluate the environmental impact of licensing Marine dredging

Service Conditions

  • A copy of a valid commercial registration certificate of the contractor executing the dredging or marine cleaning works, issued by the Ministry of Industry and Trade
  • The application form from Marine Resources Directorate, and from Agricultural Engineering Directorate and Water Resources Directorate, with an approved map attached to the site
  • A map from the Survey and Land Registration Bureau showing the coordinates of the dredging site

Required Attachments

  • A letter of approval from the Ports and Maritime Affairs
  • A map from the Survey and Land Registration Bureau showing the coordinates of the dredging site
  • A copy of valid commercial registration certificate of the contractor executing the dredging or marine cleaning works, issued by the Ministry of Industry and Trade Clear site photos from outside and inside
  • EA-5 Application form
  • A copy of the commercial registration certificate for the operational work of the port issued by the Ministry of Industry and Trade (If there is a desire to conduct marine cleaning works on the port waterfront)
  • Other documents referred to in the form

Legal Regulations

  • Law (7) of year 2022 regarding the environment and all ministerial decisions and laws under it
  • Ministerial Order No. 1 of 1998 regarding the environmental assessment of projects
  • Ministerial Order No. (4) of 2021 regarding the fees of the licenses and services provided by the Supreme Council for Environment

Fees

  • 100 BD : Initial Assessment ; or BD 200 for fast track applications
  • 100 BD : Study Scope Phase ; or BD 500 for fast track Application
  • 4000 BD : Environmental Impact Assessment Phase ; or BD 6000 for fast track Application
  • Note : Depend on the nature and size of the activity and the extent of the need to submit an environmental impact assessment study

Service Processes

  • Filling and attachment of application forms within Sijilat system.
  • Assigning Environmental Assessment Section for reviewing all requested application documents.
  • Conducting inspection site visit to assess sensitive receptors surrounding the proposed project location.
  • Satisfying all data related to the project activity.
  • Pay the license fees
  • Issuance of the license if the environmental requirements and conditions are met
If an Environmental Impact Assessment (EIA) study will be required, the following procedure will be conducted:
  • Issuing a letter requesting the project person in charge to provide an EIA study scope by hiring one of the attached list of approved environmental consultancy offices.
  • Appointing an environmental consultancy office from the approved list and submitting a proposal for a scope of study to the Environmental Licensing Department.
  • Submitting the scope proposal to Environment Assessment Section for evaluation, and in the event of approval, a memorandum will be issued to the licensing department approving the scope.
  • Notifying the environmental consultancy office of approving the proposed scope and request for preparation of the EIA study.
  • Receiving the EIA study being prepared for the entire project and reviewing it by the Environmental Assessment Section and consulting other concerned directorates within SCE for chosen parts of the EIA study.
  • Consulting other concerned authorities about the project and EIA study outcomes in order to obtain their remarks and observations
  • Considering all responses, requirements, and observations of all concerned stakeholders
  • Taking the appropriate action regarding the application request according to the final outcomes of the EIA study
