- 500 fils per square meter multiplied by the total height of the tower and divided by 3 : Pay 50% of application fees

- Submit request through the Ministry’s website
- Transfer the application to the concerned in buildings licenses to study and inspect documents
- Issuing a license if the requirements are met

- Notify the applicant of approval or not
- Pay electronically and receive the license
