Required Attachments

  • Letter from the owner
  • Copy of the ownership document
  • Copy of the owners ID card
  • Copy of the original survey certificate or the plan approved by the Survey and Land Registration Directorate
  • Supervision by an approved engineering office
  • A schematic drawing showing the area to filled in and its limits, as well as the depth of the area to be filled in
  • Pictures of the desired location
  • Approvals of the service authorities referred to in Resolution No. 77 of 2017

Service Processes

  • A request to get a permit is submitted from the engineering office through the electronic system for building permits
  • Receipt and review of the request by a building permit specialist
  • Transfer the request to the relevant service entities mentioned in Resolution No. (77) of 2017 regarding the issuance of a license to fill in marine lands (covered with water)
  • Initial payment
  • Field inspection
  • Examination of the request by an engineer
  • Granting approval in case all relevant service entities agree to issue the license
  • Electronic payment
  • Issuance of license
  • In case the request is rejected, the owner will be notified.
  • It is possible for the owner to directly submit the request, with the required documents of the engineering office, by contacting the relevant authorities in person or through the electronic services offered through the ministry’s website
