Issuance of a phytosanitary certificate after applying plant quarantine procedures on shipments of plants, plant products and other exported or re-exported materials subject to plant quarantine regulations

Through this service, phytosanitary certificate permits are granted on exported or re-exported agricultural shipments, which is one of the conditions for allowing such shipments to enter the importing country in accordance with their laws and regulations.

Required Attachments

  • Request for examination and issuance of a phytosanitary certificate through the designated form.
  • Copy of a phytosanitary certificate issued by the country of export (in case of re-export of the shipment)
  • A copy of the customs declaration
  • Any other additional documents that the importing country may require,
  • Passengers are exempted from a copy of the customs declaration

  • Law No. (5) of 2003 ratifying the Agricultural Quarantine Law for the Gulf Cooperation Council States and its amendments
  • Ministerial Resolution No. (1) of 2004 regarding the import of agricultural consignments and its amendments
  • Law No. (48) of 2009 ratifying the International Plant Protection Convention
  • Law No. (5) of 2003 ratifying the Agricultural Quarantine Law for the Gulf Cooperation Council States and its amendments

Service Processes

  • The exporter shall submit an examination / inspection request to the Quarantine and Plant Protection Department. He / She has to attach the required documents for review.
  • The request and documents are verified by a senior plant protection specialist in the department.
  • The Head of the Quarantine and Plant Protection Department assigns a senior plant protection specialist to do what is required according to the adopted procedures.
  • The shipment is checked and the inspection fee is paid by the exporter.
  • In case the shipment is as indicated in terms of conformity, the exporter submits a copy of the customs declaration of the shipment. The exporter has to pay the fees for the certificate to be issued.
  • The phytosanitary certificate is issued and delivered to the exporter.
  • The exporter must send hos /her shipment within a week from the date of issuing the phytosanitary certificate, unless this period is extended by the Plant Quarantine Unit. If the deadline is over without exporting the shipment, the shipment must be re-examined, the fees collected and a new phytosanitary certificate issued.
