Issuance of import permits for plants, plant products and other materials subject to plant quarantine regulations
The service is provided to importers who have the relevant activity in their commercial registration record in addition to specialized entities and ministries. Through this service, they obtain a prior import permit, which is one of the conditions for allowing the shipment of these imported products to enter the Kingdom in accordance with the Agricultural Quarantine Law.
Required Attachments
- For shipments of fertilizers and soil conditioners/enhancers: a registration certificate from the Soil and Fertilizers Directorate at the Plant Wealth Directorate
- For fodder/provender shipments: list of fodder/provender ingredients
- Consignments of agricultural seeds: certificate of purity and germination and a declaration that vegetable seeds are not genetically modified

- BD10 : BD 10 fees for issuing an import permit for plants or plant products and other materials subject to agricultural quarantine regulations. An import permit is issued for each exporting country separately.

Service Processes
- The importer enters the service and registers as a new user (sign up), whether from a computer or a mobile phone, with a copy of the ID card for one of the authorized signatories in the company. The system is linked to the Sijilat system to ensure that the company has a valid record with the relevant activity
- The new customers registration request is electronically delivered to the senior plant protection specialist who reviews the registration request, approves or rejects it
- After approval of the clients registration in the system, the client can log in to the system and complete the permission request electronically. A single request is submitted for each country separately
- The plant protection specialist receives the first e-mail notifying him /her of the reception the request through the system. He / She reviews, approves or rejects the request. He / She may also request the attachment of documents
- In case of approval, the system will notify the customer electronically of the initial approval and the need to pay the fees through the e-government portal
- After paying the fees, the request is automatically transferred to the Head of the Quarantine and Plant Protection Directorate. Then the Director of the Plant Wealth Directorate grants the final approval and issues a permit that is valid for a period of six months
- The permit is made available to the customer in the system with a QR code
- The permit also becomes available through an electronic portal for agricultural quarantine inspectors at customs ports
- The import permit is valid for a period of six months or upon importing the entire quantity authorized in the permit, whichever is earlier. The permit is valid for several shipments / consignments in batches
