Issuance of operating cards for companies and institutions
According to Article 29 of Ministerial Resolution No. (11) of 2015 issuing regulations for the licensing of public transport activities, paragraph (a) states that the licensee must commit to providing the vehicle with an operating card before using it to engage in public transport activities.Licensed activities for companies and institutions:Taxi, On-demand taxis, Domestic passenger transport, International passenger transport, International tourist transport, Domestic tourist transport, Domestic transport of goods, International transport of goods, Vehicle rental, Motorbike rental, Luxury car rental with driver and Public transport.

- Vehicle registration form from the General Directorate of Traffic
- Vehicle ownership certificate (for registered vehicles)

Service Processes
- Send an email to the Ministry with all required documents attached
- The relevant directorate, the Land Transport Regulation Directorate, will review the application, rule on it, and respond to the applicant by email
- The approval or rejection of the application is granted. If approved, the applicant will be provided with a vehicle inspection form by the General Directorate of Traffic
- After the vehicle passes the technical examination, the fee for issuing the operational card is to be paid to the Ministry
