  • The service beneficiary (the Sunni Waqf Directorate, Jaffaria Waqf Directorate, and the donors) submits an official letter to the Minister of Justice, Islamic Affairs and Waqf for the issuance of a building permit for the property to be built
  • The request is considered by the relevant Engineering Projects Department for the approval of the final architectural plans
  • The Ministry of Works, Municipalities Affairs and Urban Planning is contacted to approve the request
