Institutional evaluation of NGOs

Evaluation of NGOs according to a standards-based evaluation tool that assesses several different areas. This is conducted through a field visit by the Center’s team to the organization. The team uses an institutional evaluation tool and reviews key documents which demonstrate the organization’s achievements and programs. The team also listens to the aspirations, views, problems, and difficulties they face. This visit is essential for determining the main frameworks for developing the organization’s performance and for future communication with it. The institutional evaluation considers four areas of social work: democratic internal governance, development activities, projects and programs implemented by the NGOs, and general & financial management. The entity’s performance is measured by a benchmarking system which is scored out of 1000 points. This system is invested in comparing organizations and evaluating development projects that apply for financial grants and any other programs requesting institutional support.

Service Conditions

  • Existence of a valid board of directors

Required Attachments

  • A statement of the vision, mission and general objectives of the association
  • Names of regular committees in the association and the head of each committee
  • A copy of the association’s annual report
  • The organizational structure of the association, which shows reporting lines, duties and powers
  • A list of permanent development projects
  • A list of annual activities and events for beneficiaries, indicating supporting entities and their participation in these activities
  • The association’s strategic plan (if any), and evidence of its discussion in the Board of Directors and the General Assembly
  • Future financing plans for projects and activities (if any)
  • Copies of project follow-up reports
  • Number of beneficiaries of development projects and activities in the last two years
  • The organizational structure of administrative functions in the organization (authorities and powers)
  • Name of the auditing company and the accounting system applied in the organization
  • Any other document that the organization wishes to share with us, such as electronic documents / publications and others. We do not accept financial reports.
  • List of studies carried out by the association that contribute to the development of project plans and development programs (e.g. survey studies, situation assessment, or project evaluation)
  • Names of those responsible for the implementation of projects (heads or supervisors)

Service Processes

  • The center independently determines the list of NGOs to be visited each year. This is done according to a long-term plan that covers all NGOs

  • The organization is contacted by phone or mail to set an appointment for the visit or virtual meeting
  • The organization should attend the meeting on time and attach documents indicating its achievements
  • The association can also communicate with the National Center if it desires an institutional evaluation to develop its performance and identify its level of success
