Security & Social Services Sector

Sincere national efforts aimed at preserving security, enhancing community participation, and instilling values of loyalty and national belonging among various segments of society.

Under the leadership of His Majesty King Hamad bin Isa Al Khalifa, the Kingdom of Bahrain has witnessed significant achievements in the security and community service sectors. These milestones are the result of dedicated national efforts to safeguard security, promote community participation, and consolidate values of loyalty and national identity across all segments of society.

One of the key developments in this sector was the establishment of the Royal Academy of Police in 2004, which aims to foster national awareness, build partnerships, and enhance cooperation with local, regional, and international institutions. The academy’s mission includes maintaining public security and order, enforcing the law, and striving for a future of stability, prosperity, and progress for both the nation and its citizens.

In 2006, the establishment of the Community Police further strengthened engagement between public security and the community. This initiative fostered a true partnership in maintaining security and stability, enhancing mutual trust, and promoting a sense of responsibility among citizens and residents to uphold public safety.

In 2012, the Ombudsman General Secretariat was established as an independent body within the Ministry of Interior, responsible for ensuring adherence to the Kingdom’s laws, professional standards, and the Police Code of Conduct. This institution, alongside the newly formed Special Investigations Unit, plays a critical role in upholding human rights, justice, and accountability, reinforcing the legal system’s dedication to protecting individual and community rights.

Efforts to enhance channels of communication between the public and government institutions were marked by the launch of the National Suggestion and Complaint System (Tawasul) in 2014. Additionally, in 2016, the Unified Gulf Naval Force was established, exemplifying the strong cooperation and integration among the Gulf Cooperation Council (GCC) states in securing regional waters and ensuring maritime safety.

In 2018, Bahrain introduced the Open Prisons Programme and Alternative Sentencing Project. These initiatives represent a shift towards a modern correctional policy centred on humanity, tolerance, and rehabilitation, offering convicted individuals the opportunity to reintegrate into society as active and contributing members.

The year 2021 saw the establishment of the National Cybersecurity Centre, tasked with developing comprehensive strategies to defend against cyber threats, enhancing Bahrain’s digital governance, and supporting the Kingdom’s economic vision 2030 and the sustainable development goals.

In March 2023, Bahrain launched its electronic passport, integrating advanced technologies and earning global recognition. The Kingdom's passport design received the prestigious Red Dot Award for 2024, marking Bahrain’s success in adopting innovative security measures.

These cumulative efforts have resulted in a 30% reduction in crime rates and the development of over 680 integrated e-services, including 16 national systems, such as the electronic security fence and e-visa system. Bahrain’s security initiatives have also earned the Kingdom first-tier status in the U.S. Department of State’s Trafficking in Persons Report for seven consecutive years.
