The Information & eGovernment Authority (iGA) has succeeded in achieving 86% of its strategic objectives during the year 2014. As the achieved goals exceeded performance, iGA was able to fully attain 100% of the Key Performance Indicators (KPIs) for the ‘Increase Society Participation and Engagement’ objective by exceeding the targeted measure of 90%. Similarly, more than 64% of government entities interacted with constituents through social media networks.
The KPI of the ‘Higher Performing, Collaborative, Integrated and Efficient Government’ objective was achieved by 83.3% through the launch of three new systems in the year 2014, which were:
- The National Suggestions and Complaints System ‘Tawasul’
- The National Payment Aggregator Project
- The eMeeting System
In regards to the strategic objective of providing ‘Comprehensive and Effectively Managed Quality Service Offering’, the authority has launched 39 eServices this year - being mindful that the KPI aims at annually launching 40 new eServices up until the year 2016.
The government of Bahrain, through its eGovernment program has introduced and implemented various ICT initiatives that has resulted in superior service delivery to its citizens, a high degree of intra-ministerial computerization and optimal usage of advanced ICT infrastructure. The induction of ICT led initiatives in the public service delivery have spawned myriad opportunities for an efficient and dynamic work, opening the door to innovation and cost effective delivery of public services.
The ‘Increase Partnerships and Private Sector ICT Readiness’ KPI has been fully achieved, where iGA has adopted two new initiatives in 2014 in partnership with the Supreme Council for Women and Bahrain Development Bank.
In terms of international partnerships, iGA has been able to exceed the targeted number and achieve three new partnerships - the GCC and European Union in the field of Smart Cities; United Nations Department of Economic and Social Affairs – UNDESA following the United Nations study tour visit to Bahrain to benefit from the eGovernment experience; as well as the release of the Arabic Version of the UN eGovernment Survey 2014.
‘Heightened Protection of Information and User Rights’ objective was also fully achieved with the launch of the eKey System – the National Authentication Framework platform.
While the strategic objective ‘Improved National eLiteracy and Government IT Skills’ was also achieved 100% - exceeding the set target for training government employees in specialized training programs in the field of eGovernment, with over 187 government employees trained and 6,296 citizens trained on basic computer skills and eGovernment.
The Information & eGovernment Authority has unveiled the newly developed strategy for 2015 – 2016, to include six strategic objectives with up to 18 KPIs, 12 being annual.
The newly developed eGovernment strategy for 2015-2016 emphasizes the increase of interaction and community participation, the delivery of high-quality services, the experience of privacy and ease-of-use, the focus on smart devices, and support innovation by benefiting from open government data.
The strategy also ensures citizens’ information security and privacy, the focus on government services for individuals ‘G2G’ (centered around the individual), and the support of national priorities and facilitating the decision-making process of government leaders.
