When information industry proved itself as an essential pillar in all fields of life, the Kingdom of Bahrain was keen to benefit from such industry and employ it to suit the nature of this society and its requirements; as well as to contribute to it by creating an exceptional international experience in the field of eGovernment – enabling the rest of the world to benefit from. 

The Kingdom of Bahrain has achieved advanced positions in the United Nations report as the Kingdom preserved the top ranks for the fourth consecutive time since 2010. It was positioned first in the Arab region within the eGovernment readiness, for the second time in-a-row amongst the developed countries in the world within this field out-of-which a classification attained by countries that achieve higher than 75% from the total report indicators which exceed 400 criteria. Only 29 of the 193 countries covered by the report have received such percentage, thus enhancing its efforts towards eTransformation by presenting numerous online services to citizens and residents by following the best international methods and practices in this arena. 

The report displayed how the Kingdom advanced, alongside all its regional GCC neighbors. Such progress highlights how the GCC countries are a single unified entity that works according to consistency and continuous integration witnessed by the ministerial and executive periodic meetings of those concerned in the eGovernment sector of the six countries. Such consistency and integration result in the delivery of eServices to GCC citizens. 

The unlimited support of the ICT sector in Bahrain by His Majesty King Hamad bin Isa Al Khalifa; government directives ; along with the continuous follow-up of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince, Deputy Supreme Commander and Prime Minister; all had contributed in enhancing the efficiency of ICT infrastructure. Such base positively reflected in improving the eServices as demonstrated by the performance indicators results of the second eGovernment strategy. The Supreme Committee for Information & Communication Technology had instructed to initiate the setting of the third strategy based on the achievements while taking into consideration the latest technology developments in this field. 

Continuing the approach of excellence, the Information & eGovernment Authority priorities are firstly directed towards strategies and activities that aim at implementing joint projects in order to deliver shared government services to citizens either through utilizing smart communication devices and their applications or via the Internet. Secondly, providing information, knowledge and methods of delivery, management and protection by providing all facilities and requirements of the infrastructure and developing necessary legislation by partnering with the private sector. These facilities and requirements enable handling a large amount of government information that assist in making decisions.

I am pleased to welcome all visitors to the eGovernment National Portal which provides an array of services that are beneficial to a variety of segments and sectors. This portal serves as an open channel allowing direct interaction with the public in terms of listening to their needed requirements or suggestions to be able to provide high-end, advanced eServices and channels that grant a better quality of life. 

We are proud of the achievements the eGovernment program has made throughout its journey since its establishment. It has played an active role in the national advancements of the Kingdom in the ICT arena. Such success is owing to the infinite support of the wise leadership and government directives of His Highness Shaikh Mohammed bin Mubarak AlKhalifa - Deputy Prime Minister, Chairman of the Supreme Committee for Information & Communication Technology - who assisted in overcoming numerous obstacles. The role of the various governmental entities in cooperating and integrating with us certainly does not pass by unmentioned. Such collaboration transpires to unify efforts and accomplish the Economic Vision 2030 with its principals that are based on sustainability, competitiveness and justice which ultimately enabled us to achieve a qualitative leap in the level of government service performance.  

The authority was able to implement the eGovernment program, with vast experience and a significant role in achieving several accomplishments; some of which included the National Suggestions & Complaint System ‘Tawasul’ with both versions available on the portal and mobile application. Others included the unified mechanism to access online services through the ‘eKey’ system, the interactive meeting system ‘eMeeting++’, the national correspondence project ‘Zajel’, the integrated eBirth system together with the National Payment Platform. Also, administrative projects such as the Change Management project, Customer Satisfaction Measurement project, Program and Project Management system, IT infrastructure project in addition to the IT Strategy Planning project for ministries and governmental institutions. 

The national strategies of Bahrain focus on advancing the living standard taking into consideration the reduction of government expenses. The upcoming eGovernment strategy comes in line with this trend by ensuring online transformation in the government services through the usage of ICT which would facilitate knowledge management and completion of businesses professionally, conveniently, with low costs as well as ensure information security. The focus of the vision, message and objectives of the next strategy will revolve around creating a strong, flexible and safe environment to encourage innovation in public services. This contributes in spreading the knowledge that enables officials to take decisions and develop more services in order to be easily completed with the lowest of costs. 

At the authority, we work hand-in-hand to develop government eServices utilizing the latest technologies, tools and new generation practices. Our adoption of the Change Management project is to attain comprehensive eTransformation of government services so as to set a framework for managing ICT and ensure its security on a government level. 

Our efforts will continue to enhance transparency by providing comprehensive and accurate information which enable leaders to make decisions, boost investment opportunities as well as contribute in creating a digital Bahraini society that supports innovations and encourage the development of ICT strategies, policies and standards in the public sector. 

A promise is made whereby we will continue to strive in carrying-out our part that contributes to the well-being of this country and its people in order to advance our Kingdom to higher levels.
