Investing in Human Capital

Bahrain launched the National Employment Program in 2019   to help Bahraini citizens improve their chances of being the top choice for employment in the labor market, while maintaining the labor market’s ability to attract talent. The program employs Bahrainis and qualify them for long-term employment and equal opportunities, based on the needs of the labor market.

Employers and companies can register job vacancies with the Ministry of Labor and Social Development to recruit job seekers enrolled in the National Employment Program.

Social Security

The Constitution of the Kingdom of Bahrain  requires the provision of social security for retired citizens, those ill or have disability, orphanage workers, widows or the unemployed. This provision is in keeping with the decree issued by HM King Hamad Bin Issa Al Khalifa on the 22nd of November 2006 (Decree Law No. 78 of 2006), and places Bahrain's social services on par with developed countries world-wide.

Unemployment Insurance

Unemployment insurance covers:

  1. Civil servants are covered by the insurance provisions for work injuries in accordance with provisions of the law on retirement pensions and bonuses for government employees.
  2. National workers who are covered by the provisions of the National Insurance for work injuries in accordance with the provisions of the Social Insurance Law.
  3. Job seekers for the first time.

The positive aspects of this project are expected to be:

  1. Assisting the unemployed materially during their search for work.
  2. Calculating the exact size of unemployment in the country.
  3. Determining the exact qualifications of the unemployed and the characteristics of unemployment on an ongoing basis.

The government-launched programme to reduce unemployment consists of five points:

  1. Activation of the fourth item in the social insurance law by introducing a social security system for the unemployed (unemployment insurance) .
  2. Training and development of Bahraini manpower.
  3. The recruitment and replacement of the Bahraini employment in the private sector and organise the expatriates.
  4. Organising the expatriates according to the labour market needs and a plan to develop national human resources.
  5. Continuous work on the revision and development of laws and procedures governing the labour market and ensure their application.

Unemployed Bahraini citizens may register at the Ministry of Labour and Social Development . The ministry will help them to get a job that match their qualifications; failing that, they will receive unemployment insurance.

The Ministry of Labour and Social Development  provides guidance for employers on the best ways to be followed to improve working conditions, raise awareness and enhance the concepts of preventive occupational health and safety among workers, and ensure that expatriate labour recruited remain in their field to prevent any manipulation or abuse of the laws regulating the workforce in the country.

Work Permits

The Ministry of Labour and Social Development  grants work permits for house maids and personal drivers, depending on the number of current house maids per household. Once all the required documents are presented, work permits can be obtained in less than a week.

Work permits for companies and government agencies are granted by The Labour Market Regulatory Authority (LMRA) .

Labour Market Regulatory Authority (LMRA)

The Labour Market Regulatory Authority (LMRA)  is an independent public corporation fully authorized to regulate the labour market in the Kingdom of Bahrain, with a view to create a balanced mutual work relationship that protects both employers and employees.

By virtue of Act No.(19) (2006)  with regard to the regulation of the labour market, LMRA is empowered with comprehensive jurisdiction to issue and regulate licenses to workers, labour recruitment agencies, employment bureaus, and foreign employers carrying on business in Bahrain.

The Legal Control Directorate of LMRA, ensures that the labour market regulatory Act, No. (19) (2006) are enforced, and all decisions and regulations are fairly and appropriately applied.

Labor market data

 The LMRA also provides labor market indicators for Bahraini and foreign labor to monitor Bahraini labor market conditions. This is in line with the Law on Labor Market Regulation  (Arabic only), which stipulates that "the Authority shall be the main source of accurate information, information, and statistics related to the labor market in the Kingdom."

Flexible Work Permit

The Labour Market Regulatory Authority (LMRA)  launched the Flexible Work Permit for foreign workers working in the Kingdom of Bahrain. The permit is issued for a period of two years and enables an individual to be his/her own sponsor.

The permit holder is given a special blue card that should be renewed free-of-charge every six months. Permit holders are free to work anywhere of their choice except in restaurants, salons and hotels. They are also entitled primary health care at all government health centers and hospitals.

Permit holders can work as part timers or full timers. The permit is meant for workers who are illegal residents in Bahrain.


The initial payment for obtaining the Flexi Permit is BD449 for a 2 years validity; this includes BD144 health care fees, a one-time payment of BD90 as return flight ticket insurance that can be refunded in case the permit holder wishes to return home and a BD15 fee for residency extension. In addition to the initial payment, there is a monthly payment of BD30, which can be paid at any branch of the Bahrain Financing Company (BFC).

Foreign workers in Bahrain wishing to benefit from the flexible permit can visit the LMRA website  and use the express service feature or send an SMS to 33150150 including the worker’s personal number. Alternatively, they may contact the call center for the Flexible Work Permit on 17103103. 

Apply for Job Vacancies

The Civil Service Bureau (CSB) allows job seekers to apply for jobs by filling out an employment application form. For more details, please visit CSB's Job Application Page .

The Civil Service Bureau , and the Information & eGovernment Authority , launched the "Apply for a Government Job Vacancy" eService in June 2019, the new eService allows citizens to apply for government jobs online via the National eGovernment Portal.



Employment in the public sector

In line with Bahrain’s Vision 2030 objective of achieving a sustainable government performance and development, Bahrain is working to improve the government sector and upgrade the skill levels of all employees.

The National Leadership Development Program  was launched specifically to meet the training needs of public sector employees from the moment they join their workplace, and to keep pace with their career development until they reach the highest levels of leadership in their government career ladders. This program is financially supported by the Bahrain Institute of Public Administration under special terms and conditions.


BIPANational Leadership Development Program 


The institute offers public sector employees a package of 22 electronic training courses, totaling 96 training hours per year, each offering 8 hours. The courses are based on a systematic and scientific approach that promotes the concept of innovation using content that follows the key indicators of government objectives. All civil service staff can register electronically through the national portal

Training For The Job Market

Human capital is playing a key role in the national development agenda of Kingdom of Bahrain. Therefore, the government pays close attention to the investment in its human capital to ensure qualities of the people intelligence, knowledge, education, training, talents, skills and experience. Bahrain is the homeland to a highly skilled local and global workforce with very high human capital development index as per WEF, World Bank and UNDP reports.

As part of its commitment towards sustainable development goals (SDGs)and the national development agenda, Bahrain government has taken serious steps to equip its people with the skills they need to meet the ever-changing labor market requirements. Moreover, the government aimed at bridging the gap in certain economic sectors through providing the necessary customized training and development programs to ensure the quality of education and sustainable economic growth.

The government of Bahrain has launched many initiatives towards skills and training development to support the labor market with the needed skills and knowledge catered for the youth, women, entrepreneurs, public and private sector.


Training programs for beginners and professionals

Basic skills training programs  are designed to strengthen job seekers’ proficiency in key areas, including English, computer skills, and mathematics. They include some professional certifications such as accounting. Job seekers will acquire basic knowledge that will enable them to meet employment requirements and gain practical life skills. Covering behavior and interactions with others, they are designed to improve job seekers’ opportunities for employment.

These programs also aim to bridge the gap between the levels of candidates in terms of knowledge, skills, professional behavior, and the levels required to qualify for professional training.

The Professional Certifications Scheme  aims to rehabilitate job seekers who are difficult to employ or do not have employment opportunities in their fields of specialization. This difficult task requires changing the specialization of university graduates, rehabilitating them in fields required by the labor market, and ensuring that they are easily integrated into jobs that allow them to create decent standards of living for themselves.

The aim of these programs is to provide job seekers with the skills required to perform their professional functions at the required level. Professional programs that have links with international certifying bodies have been prioritized. This helps to ensure job seeker acceptance in the labor market and is in line with job vacancy descriptions currently listed in the Ministry's database by institutions and companies in contact with them for their future job requirements.

Equal Opportunities in Employment

Bahrain has made significant strides in achieving gender balance and equal opportunities in employment. The percentage of Bahraini women employed in the public sector is 50% and 34% in the private sector.

Government institutions formed 45 equal opportunities committees  following the issuance of instructions from the Civil Service Bureau (CSB)  (Arabic only) in 2014. These committees aim to take into account the needs of women in all fields of work and to realize the principle of equal opportunities  between all employees and beneficiaries and services as provided for by the CSB, and in coordination with the Supreme Council for Women.

Bahrain seeks to take into account the needs of women in the private sector and to instill the principles of equal opportunity in the policies of private sector institutions to support working women. The increasing interest of private sector organizations in this area coincides with the launch of Her Royal Highness Princess Sabeeka Bint Ibrahim Al Khalifa Award for Bahraini Women Empowerment , one of the most important national initiatives. It aims to promote the status of women in the workplace and the sustainability of their presence in the private sector.
