United Nations eGovernment Survey 2014

Bahrain has achieved two exceptional international accomplishments by obtaining advanced ranking in the United Nations E-Government Survey 2014, in addition to winning the United Nations Public Service Awards 2014 in two categories.

This achievement is the result of keen endeavor to keep abreast with the global progress in the fields of eGovernment and government work - thanks to the following-up of the Supreme Committee for Information and Communication Technology (SCICT), chaired by His Highness Shaikh Mohammed bin Mubarak Al Khalifa, Deputy Prime Minister, who gave his directives to form specialized committees comprising the membership of senior officials in the governmental entities to improve the Kingdom’s ranking and regularly review the results.

It is also a result of the sincere efforts exerted by the committee in charge of following-up on the eGovernment readiness which comprises the Telecommunications Regulatory Authority, the Central Informatics Organisation, Ministry of Education, and ministries responsible for the development of eServices delivery index, comprising Ministry of Health, Ministry of Education, Ministry of Social Development, and Ministry of Finance.

First, the Kingdom of Bahrain ranking in the UN E-Government Survey 2014

The Kingdom of Bahrain has made remarkable progress in the United Nations E-Government Survey 2014 in eGovernment Development and Online Service Delivery indices to take the top place in five geographic regions, and advance from 36th to 18th ranking globally in eGovernment development index (EDGI).

In this global report which is solely dedicated to evaluating all 193 UN Members States, Bahrain ranks 1st at the level of the Arab and Middle East states in readiness, advances by five points in eParticipation index to rank 14th, compared to 19th in last year's report. It has also been categorized for the third time in a row among top eight countries worldwide in web measurement index.

It is noteworthy that most countries and eGovernment programs have set plans to improve their rankings as part of their strategic objectives. In this year, the Kingdom of Bahrain is the only Arabic country to be classified among very high-performing countries in EDGI, while the rest of the GCC countries have achieved high EDGI.

Second: The Kingdom of Bahrain’s Achievements in the United Nations Public Service Awards 2014

Bahrain achieved top positions in this year’s United Nations Public Service Awards, where the National Contact Centre (NCC) was awarded first place amongst the Western Asia countries within the ‘Promoting Whole of Government Approaches in the Information Age’ category, also won the National System for Health Information (iSeha) second place in the category (improving the delivery of public services).

The Kingdom has achieved a leading position in United Nations Public Service Awards in previous years, where Bahrain ranked second in 2013 in (Advancing Knowledge Management in Government, eGovernment Portal, and won the same award in 2012. Bahrain also recorded an exceptional achievement by winning three UN Public Service awards in 2010 for its outstanding performance in eGovernment in (Advancing Knowledge Management in Government, National Enterprise Architecture Framework), and won special awards for (Outstanding progress among the top 20).

In this year’s United Nations Public Service Awards, Bahrain has been awarded for the following projects:


  • The national Contact Center

It the first of its kind in the Kingdom of Bahrain, and strategic move to support communication between the public and government ministries and entities in the Kingdom of Bahrain. The center, run by Silah company, offers eGovernment services around the clock through the toll-free number 80008001. It aims to facilitate the eGovernment services via the phone, email or fax.

The center also offers its services to the deaf community, through Skype live video conversations, with the assistance of sign language experts qualified to assist in the use of e-government services.


  • The National Health Information System (I-SEHA) provided by Minister of Health

is an integrated health system which offers electronic health services to patients to facilitate the work and meet necessary requirements to ensure the operational efficiency in diagnosis or treatment of disease.

The national system provides patients’ electronic health records which can be accessible to the concerned medical staff in the process of treatment in any national hospital or health centers, in addition to King Hamad University Hospital. The system ensures the privacy and confidentiality of health information.

It is noteworthy that only three countries in West Asia have won the UN Public Service Award; namely, the Kingdom of Bahrain, Oman, and Turkey.

At the level of the Arab region, Bahrain is the only Arab state to win two awards this year beside Thailand, South Korea. With the exception of Brazil which won three awards, each of the remaining 10 winning countries won a single award.
