Formal education

The Kingdom of Bahrain is one of the first countries in the region to introduce formal education, establishing the first school in 1919. Since then, the Kingdom has ranked first regionally and enjoyed a prestigious position internationally, providing education for every member of society without discrimination. International reports have praised Bahrain’s achievements, which is 95%, in addition to its high level in the Human Development Index.

Compulsory education

In line with the "Education for All" principle, the Government provides free, high-quality education at public schools to Bahrainis and expatriates. In keeping with the “Leaving No One Behind” principle, students with special needs have been integrated into schools, which have the appropriate equipment, tools, and experience to meet their needs.

Basic education, covering the first nine academic years for students aged approximately between 6 and 14, is mandatory in Bahrain by law. The Ministry of Education ensures that all children in this age group receive appropriate education, either in public or private schools, in line with Strategic Plan 2019-2022(PDF, 2.51 MB, 2 pages, Arabic only). These nine years of basic education cover the elementary and intermediate levels. They are followed by another three years of secondary education, which includes various tracks.


The Kingdom also prioritises training, being home to a highly qualified and skilled workforce. Its Human Development Index ranking is very high in reports by the World Economic Forum, the World Bank, and the United Nations Development Program (UNDP).

The Government has taken steps to ensure that the skills and experience available meet the ever-changing demands of the labour market and support national development goals, in line with its commitment to the United Nations (UN) Sustainable Development Goals (SDGs). The Kingdom of Bahrain also provides specialized training and development programs to meet the needs of technical sectors.

The labor fund, ‘Tamkeen’ is one of the main national reform pillars in Bahrain, and one of the most important achievements of the work that has gone into Bahrain Economic Vision 2030(PDF, 279KB, 26 pages). Tamkeen supports the private sector and strengthens its role as a driver of national development. It has a unique business model that reinvests private sector funds into private businesses through the provision of training programs and professional certifications.

The Bahrain Institute for Public Administration (BIPA) aims to improve government performance and support economic and social development plans. It helps public sector organisations strengthen their resources so that they are able to develop better services, build capacities through innovation, and create policies and strategies that ensure sustainable development.

In addition to specialised courses, BIPA trains government employees through the National Leadership Development Program, which offers courses for new and existing employees, as well as middle and executive management, raising the levels of government performance and preparing future leaders.
