Welcome to NEAF
This website has been established to cover all the areas associated with the National Enterprise Architecture Framework (NEAF), currently in progress by a dedicated team within the eGovernment Authority. It is worth mentioning that NEAF project received a honorable award from the United Nation Public Administration Network (UNPAN) in 2010.
In collaboration with NEAF, two projects are progressing where the first project is devoted towards eServices Standards that acts as an obligation factor for any government entity willing to provide an eService through Bahrain Portal. The second project is dedicated towards providing a set of Website Standards which have been approved by the Supreme Committee for Information and Communication Technology (SCICT), aiming to provide a high degree of consistency throughout all government websites.

The objective of Website Standards is to introduce a level of consistency throughout all Government websites in terms of positioning and functionality of key website elements and to promote the Government identity of the Kingdom, therefore making it easier for users to identify Bahrain government entities’ websites.
Additionally, a potential advantage will be achieved which is to ensure reduced development and website maintenance costs.
Moreover, a variety of web validation tools are available for ministries to assist in developing defect-free and high quality websites.

eServices Standards are language-specific programming rules that greatly reduce the probability of introducing errors during the service development life cycle.
These standards are originated from the intensive study of industry experts who analyzed how bugs were generated when code was written and correlated these bugs to specific coding practices.
This section includes CSS guidelines, Java standards, User Interface standards, C# .NET coding standards, and Java/J2EE naming conventions.

The Supreme Committee for Information and Communication Technology (SCICT) has approved the websites standard and guidelines for all governmental entities, aiming to have a common ground across website development in the Kingdom of Bahrain. Therefore, the ICT eGovernance Committee has instructed to possess an adequate implementation roadmap to be executed across governmental entities by the technical and standards segment.

The ICT eGovernance Committee has instructed a capacity building segment in the eGovernment Authority in order to activate the skills development procedures of the IT strategy plan across various ministries. The plan was launched across governmental entities to invite executive management to participate with their inputs. |

One of the ICT eGovernance Committee’s significant missions is to reduce IT Investment and ascertain the redundant IT systems in most governmental entities. In order to accomplish such an objective, the committee collected IT strategic plans of fifteen key ministries, where it advised the identical IT investment. The committee also suggested a centralized solution to minimize IT costs and advised to have a transparent IT investment plan in the Kingdom of Bahrain. Based on this strategic analysis, the ICT eGovernance Committee calculated the estimated figure in the first stage as ‘10% saving in IT plan for 2012 – 2013’. Bahrain National ICT eGovernance Committee, established by Resolution of His Highness Shaikh Mohammed bin Mubarak Al Khalifa, Deputy Prime Minister, Chairman of the Supreme Committee for Information and Communication Technology, held its first meeting chaired by Mr. Mohammed Ali Al Qaed, Chief Executive officer of the eGovernment Authority.
The committee, is made up of professionals and specialists representing a number of government entities, who will be responsible of setting high eGovernance standards for the employment and utilization of ICT projects in the government entities, review strategies, monitor financial cost of ICT projects and report to the Supreme Committee for Information and Communication Technology (SCICT) in this respect for necessary action.
